Are the pins plastic or metal?

Pins are metal, but At The end Of dach pin is a tiny plastic ball.

Will this work on my short hair chihuahua? His fur is very fine, and he has sensitive skin..

I have an older Maltese with fine hair, thinning hair and very sensitive skin. He tolerates the brush but it is not as effective as his old brush. It is the best we can do however. Good luck
