Anyone verify that an iPhone 6 Plus fits?

2022 version easily fits my IPhone SE with a tech21 silicone case on it

can you take videos and pictures underwater?

It will depend on your phone, but I had trouble taking pictures or video underwater. Based on other reviews, I expected the touch screen to not work in the water and found alternatives for my phone to take pictures by pressing the physical buttons on the side or front. However, on my phone (S7 Edge) the touchscreen was registering random touches on the screen while the phone was submerged. As a result, many random settings were getting changed while I was trying to use the camera (on mine, it was mostly the contrast setting and it kept zooming in and out before I could get my pictures taken).I was hoping to find a photo app that would ignore the touchscreen and just let me take pictures with the physical buttons on the phone, but I have not found one yet.

Will it fit an iphone 6 (not 6+) with a otter box defender case?

No. It fits my iPhone 6 without an Otter defender case. My husband has the Otter defender case and it would not fit into the case.
