How many come in a set?

It's just one chair cover, for the seat and back. Does not cover the arm rests. Pretty sturdy, though, my cat has scaled it many times and it's not showing any wear!

Do you need to remove the arms from the office chair in order to use the cover?

Is the star cover #162 black or blue with stars? It looked black on computer but when it came, it’s blue!

Chair back is just slightly over 20" - the specs say the shortest should be 23.6". Will it look okay with the extra room?

I think it will work just fine being a little smaller, you can tuck it. I really like my whole lot it adds to my little office.
