Can this be used for a  steering wheel cover installation? Or is it too thick?

Are you just sewing a cover over your steering wheel?   This is heavy thread so it would probably be fine.  I've used it to restitch the zipper panel on our trampoline.  Held up just fine under a lot of use.

Question 2

I need a strong thread to repair the mesh sides of a puppy play pen.  Any suggestions on the type of thread and size of needle to use with the thread?

This thread is really strong and I like working with it but I am not sure it can withstand a puppy.  I have used nylon thread to repair heavy duty outdoor things like the trampoline netting and that works really well.

Depends on the strength of your machine and stiffness of the fabric.  The larger the needle (and thread hole), the more strength is needed to push it through the fabric. If you have a machine for home use, try a 100 for soft-med. fabrics (cotton, denim, etc.) and a 90 for hard fabrics (canvas, webbing, straps). Make sure to have a longer stitch length.  Too short and the thread will bind and pile on itself due to its size.  If you have a strong/industrial machine (heavy duty Singer, Juki, etc.) then a 100/16 can be used and will feed this thread and punch through anything with ease.

Question 4

would this be a good choice to sew buttons back on to an overcoat?  I want something strong.

It is perfect and highly recommended for buttons that will be receiving lots of wear on a jacket or coat.   You might even want to wrap several times around the threads below the button for added strength where the fabric will be rubbing on the thread under the button.
