NO ,You cannot put the top plate where the bottom one goes. They will not switch places with each other. You change out both when you are using the waffle plates. And only change out the bottom when using the muffin pan or the deep baking pan. Hope this helps out.

Is this an upper and a lower grill plate?

Yes, one is for upper and the other that's used for the dripping of the grease clicks on to the bottom. Highly recommended!! All attachment comes in two's ... one for top and one for bottom to grill evenly.

Do I have to order two plates in order to make grill cheese?

Griddle is approx. 3/4" deep so the total depth when closed would be over 1 1/2 inches. You could order an additional plate or just flip it over when halfway done. That's what I do.

Will it fit on a grp90wgr??

Yes. I just got mine and put them on my grp90wgr grill and they fit perfectly! It is a top and bottom plate.
