I assume this is made from PVC?

While not entirely positive, it is not as rigid as I believe PVC to be. It is on the flexible side.

Can you comment if 2 @ 1/2" diameter PEX tubing could be run inside of this?

I do not have mine anymore as I have a new desk setup. However mine's was wider and flatter than the one you have pictured there. I will tell you that my iMac cable along with the ethernet,mouse cable, etc we're almost too much for mine to keep snapped together. I would think 2 half an inch cables would be too wide for the one I had. But like I said, mines looked different than the one pictured here now.

I need to buy several of these and need them cut to shorter lengths. Is there a recommended method for cutting them shorter?

I used a hacksaw in a miter box to cut lengths. Sand edges lightly.

How many hdmi cables will fit in this?

It depends on how many times you loop the cable back on itself. All my cables fit in one strip and this is a receiver, blue ray player, Apple tv, cable box .
