Q: are there any issues/safety concerns with using Detectable tape vs non detectable tape?

I don't know what safety issues would you be concerned with? The tape isn't sticky tape, it is used for running underground with lines that may not have the capability to be located. The tape is metallic and can be found with a locator.

Q: What is a non-ferrous locator?

A detection device that picks up signal from a non iron /steel source like copper pipe, bronze etc.

Q: how deep can the tape be buried to still be detectable? 12"-24"?

That will depend on the power of what your using to detect it Running your signal and a locator can be up to 10’ down
