This is a 5V fan, most PWM fans are 12V. If you want to plug your fans into a motherboard header, you will need the normal 12V fan. If you want to run the fans off of USB power, you will need this version.

Q: If I plug it into AC outlet using USB adapter it will run at 1900rpm, but if I plug it into USB port on a PC it will run at what rpm?

This is a PWM fan. That means pulse width modulation which is a standardized pulse signal that controls the fan speed. This particular fan model is rated at a minimum speed of 450 RPM to a maximum speed of 1900 RPM. It can run at any speed between the max and min limits. The actual speed is determined by the amount of electricity it receives. If the fan is connected to a PWM header on the motherboard, then the motherboard will regulate it's speed. My fan is used for a 120mm radiator of a closed loop cpu cooler. Depending on how hot the cpu gets determines, through the motherboard, how fast the fan spins. If you hook it up to a header with max constant electricity output, it will run at 1900. If you hook it up to a PWM header, it will run anywhere from 450 to 1900. If you hook it up to a header with less electricity, it will run at a lesser speed depending on the amount of electrical output. I hope this has been helpful.
