Yes they could but this cabinet is designed to sit on a solid surface. The gladiator wall cabinets have a lower weight capacity and are designed to hang on a wall

is this all metal, or is it plastic that looks like metal?

All parts are all metal, except for only the three handset handles which are heavy duty plastic. That shiny smooth "plastic" appearance is a very good paint finish.

They do lock but they are a horrible product and hard to assemble. Don't waste your money.
