YES THIS HAS 2 VALVES LOW AND HIGH. YOU CAN RECOVER AND CHARGE FROM THIS TANK

Q: where can i get it filled up at?

THIS IS DESIGNED FOR RECOVERY FROM AC SYSTEMS. IF YOU WANT TO BUY REFRIGERANT THEY SELL IN TANKS ALREADY FILLED.

Q: will this work on a white industries machine?
