Q: Does this tray work on the old bumbo seat, or just the new ones after the recall?

I had no problems with the tray it worked just fine.

Q: how much can a baby weigh to use it?

Do not recommend it for chunky babies. As soon as my son was able to hold his head up. He was to chunky for it. He has very thick legs. Used it once and he was uncomfortable.

Q: can the tray be used on the regular bumbo seat, or do you need to purchase a seat that is formed to use with a tray?

Use the tray with the regular bumbo seat.

Q: Can you use the tray over the cover?

I don't see why not, the tray just locks into place from the weight of the child in the seat.
