Q: Can you use a garter belt with these? Is the darkest pair see through at all?

You can use a garter belt but they stay up on their own . Not see through, more like socks/stocking material like cotton

Q: do these ship in discrete packaging?

I belive so but when I ordered them they came in a box with a bunch of other stuff I ordered as well so I can’t be one hundred percent sure

Q: I have tiny thighs I have a problem with these staying up with no Small option I'm worried would they work for me?

I think they'll fit you. They're a little tight on me and I don't have big thighs, but the bows fell off mine almost immediately.
