Q: Can you use it to start crockpot?

Most modern crockpots have a starting timer built into them - I'd recommend you use that if you have it on your crockpot. Otherwise, yes, you could use this timer to set up a single program to start and run your crockpot and shut it off how ever many hours later. I will be honest and let you know that this particular timer isn't the best for this particular use case - as you will likely be using your crockpot at random, different times of different days. This timer is better suited to going on and off at specific times on specific days - say for instance that you want to power cycle/reboot your router every morning between 4:00am and 4:05 am. This would be a use case where this timer is really positioned for.

Q: Can you set it to go on for 25 secs every 48 hours?

Yes, you can do cycles from 1 second to 24 hours and up to 9 On/Off cycles per day. But to answer your question, yes it has a second button so that you can program down to the second in each cycle. And remember this timer has 2 individually programmed AC outlets in one timer. It is AMAZING!!

Q: I want my device to recycle power every 3 days. Can this unit do this?

It's able to do a power recycle for a given named day of the week (Sunday-Saturday). Say, for example, you want to power cycle on Sundays, Wednesdays, and Fridays - it can do that. But an "every 3 day" time interval would fall on different weekdays each week. It doesn't do day-intervals like that. Only named days of the week.

Q: Is this outlet quiet ? i dont want alot of noise .

Yes I had one make a high pitch hissing noise as well. It was the timer itself not the outlet & it would still make the sound when unplugged from the wall and no plugs were hooked up to it. I threw it away. But other than that it worked.
