**Q: Can this bubble be filled with water?**
A: Yes very definitely. 
Leave it empty and it floats hi & dry. 
Submerse and fill and it will cast further and ride lower!  Keep filling and it will sink

**Q: Is this price for one bubble?**
A: I thought it was for a pack of three, turned out to be a box of twelve plastic bubbles
