When I arrived and got my carry on back the lock would not open. A kind TSA agent (yes there are some) tried to open the lock with the TSA key and it would not open. He finally got his bolt cutters and cut the lock off. I have had two of these locks and both had the same problem. It was used, and a password was already set on it. After 30 minutes of trying every combination I could starting from 001 going up, it landed on 381 and it opened. I was then able to reset the lock with my code.
