If it's in your checked baggage NOT carry on you can have as many as you want. Now for your carry on luggage, as long as it is completely frozen you can have as many as you want but again must be 100% frozen. If it is partially thawed then it no longer is considered a solid but now a liquid. And as a liquid it must be under the 3.4 ounce allowed and in your 1 quart sized bag for liquids. And I'm not sure how much liquid they actually contain. I bought an insulated lunch bag which these coolers fit extremely well without hogging space. Plus they keep my food cold from the time I pack it around 7:00 am until I eat around 1:00-1:30 pm. That's asking a lot of a relatively thin cooler but it does it extremely well. By the time I get home, around 4:10 pm, they are thawed but I put them back in the freezer and by morning they are re-frozen. In the insulated bag, they are sufficiently versatile to fit around various foods and liquids and keep them safely cold. I appreciate their slim shape for that reason. But the slenderness doesn't mean they thaw too fast as I noted in the previous paragraph.
