I have used Serapes before to try and have the same effect, but I have been hard press to find one without weird designs or Mayan calendars. It is super convenient to wear, I do conceal carry and its an added level of concealment. I wore it in 30°F weather and it kept me from being uncomfortably cold. I worn it in 60°F while active and I sweat under it. It isn't the best for wind chill, but if its just cold, it'll do good. At the very least, this would not be a bad thing to have in car in case you breakdown and are stuck in the cold. I've been thrown to the ground, I have fought, I have had it grabbed to prevent me from running away (In role-play) and it's held up.
