From my experience it could, but I wouldn't try it. If you're stretching the ring, you're also stretching the mounts that hold the diamonds. For me it wouldn't be woth the risk of possibly losing precious diamonds.

it is safest to enlarge by 1 size

Q: What is the ring stretcher made of?

All metal construction. The "stretcher" expands when the plunger is slowly hammered in. Use a rubber or plastic head hammer, as the metal will mushroom with a regular hammer and will jam.
