Bolts aren't stainless
The install bolts are zinc coated. I would think for a water pump on a boat motor you would use only stainless. A bolt stuck in a motor due to rusting essentially kills the motor. Better to include no bolts than ones than can ruin your motor.

Defective/shop elsewhere
Terrible impeller. Spent hours attempting to find why this new impeller wasn’t pumping. Checked intakes, gaskets and all. Replaced the original, compromised (little chunk was taken out of it) impeller and it started pumping. My only conclusion can be that the impeller being sold here is ripe with manufacturer defect and not worth the money. Shop elsewhere.
