Q: Once attached, how much suction do they provide? going to use them to hold a scuba tank to the side of my boat. also, how big is the suction foot?

They are for electronic devices and we definitely would not recommend using them to hold a scuba tank. The foot is about 2 inches in diameter.

Q: Do it loosen over time?

If you're talking about the suction cups effectiveness over a period of time, well no, they remain a good product. Other than that, the cups worked immediately... loosening in my case (an Imac glass cover).

Q: Can this be used on an even surface; for instance pulling a large dent out of a downspout? Thanks!

Possibly, depending on the situation, the dent, and the surface of the downspout. These suction cups are specifically meant to be used on a smooth surface, such as glass. They do work for many automotive dents. So if your downspout is smooth they might, if not then they probably won't.
