Hi, Not sure what Nuance Dragon is but if your asking about the Dragon speaking program then yes it will work.

Q: Can one device operate on multiple computers? or do i need to buy one of these for each of my pcs?

As far as I know, you'd have to buy multiple. In the manual, it states, "plug directly into the computer" not into any usb extenders. Hope this helps. But I'd highly recommend getting one. I love mine.

Q: I want to program each button to play a different playlist within Spotify... will this do that?

I dont use Spotify, but there is a Spotify Integration Plugin (you need Spotify Premium to use the integrations), I would look into the blugin before buying one, however the Stream deck is incredibly useful for many other things!
