Q: Is this tender and soft or hard?

Very tender. As the seller's "reviewer" said, I actually didn't find the heat overwhelming at all (frankly, I was a bit underwhelmed and disappointed by the heat and I was hoping it was super hot so I could dare friends). The heat is there, but pretty mild if you are used to 100K Scoville and up hot sauces. The taste was very good, and you could appreciate it since the heat was not that high. Tender and sweet is a very good description. I was expecting more a novelty, super-hot jerky. Instead, I got something that I finished quickly. (As an aside, while I did not really feel much heat personal while eating, it is there, and you could feel it... later).

it is 1 bag of 3 oz. of jerky. good stuff but pricey when shipping factored in.
