Does this need a cover to use it outdoors?

We use it outdoors. We were worried about the weather conditions it would be in so we put it inside a breaker box and ran the antenna wire outside and stuck it to the top. It works great.

can i use this for a 12 vdc application ?

This relay is switched by 120v... or regular house current. If you want to set up a switch or relay strictly in a 12v system environment then the relay will need to be 12v. If you have 120v available where you mount the relay then yes, it will switch a 12v circuit on & off...

If I have 4 pumps, can I use four of these in close proximity? Do they interfere with each other?

Should work OK, as long as you program each of them on a different freq.

Would this work through a concrete walls? Can I use this instead of walking across a facility to see if light works?

It probably works great but cannot legally use in Canada. Amazon sells lots of unlisted illegal products that are regulated by federal law so buyer beware. If you know this before you purchase, great, but it was not noted when I purchased.
