My box has two sets of hot, neutral, and ground wires. will this switch work? if yes, what is the setup?

Yes. If you test those two sets of wires with your multimeter, you'll likely see that one of the black wires is actually being turned on and off by the current light switch. If so, connect that black wire to this switch's red wire. Connect your always-hot black wire to this switch's black wire. Connect all three white wires together. Connect all three ground wires together.

Can I connect neutral and ground together since I have no neutral?

There must be a neutral otherwise the electrical will not work. Electricity works when the hot wire is connected to the neutral wire (typically this connection is completed with a switch in the "on" position. If you cannot locate your neutral wire I would recommend finding an electrician. If you meant to say that there's is no ground wire coming into the box (as might be expected in an older set up) then the cable feeding the box is typically armoured, wrapped in metal, and this serves as your ground. Usually the box is also metal and you simply attach the ground from your switch to the box which is connected to the metal sheathing and thus grounded.

Can it be onstallwd with a 2nd swirch for a vent in a varhroom?

You could install one on the vent fan switch in the bathroom and have a separate one in a dual wall plate connected the the lights.. or wire both to the single switch.

Could this switch be activated by a cat if mounted at standard switch height?

Yes. It can be activated by a giant cat.
