Q: Does it fit an 85 mm plate or is the cut out too wide?

No the plate is perfect for that the photo above switch is 85mm

Q: Dose it stick to the wall

It doesn't stick, it is placed behind the switch plate which holds it in place. They look really nice with polished chrome switches.

Q: Whats the size of the inner box?

Socket surrounds: 146x146mm will fit standard sockets 86x86m/30mm border

Q: Does this cover have a plastic film on it?

No mine didn't as they are actually plastic but look like metal when they are up.
