Q: Can I mount it to cinder blocks?

If the cinder blocks are filled would be better but I can't see why not if you use the correct raw plugs.

Q: I mounted mine on the wall but the handle won't stay up when not in use. Is it supposed to stay up on its own?

I mounted mine in a 2x4 in the wall of my garage ...handle stays up always

Q: Can you mount to a wooden fence outside?

You can mount it outside. Surprisingly it will hold up well to the outdoor elements. Mine has been screwed to a tree trunk for 4 years and still functions. Maybe add a little bit of thick axle grease to the sliding track but that's about it.

Q: Is it adjustable to any can size?

It is not adjustable. It will take the tall 16 ounce cans
