It’s a hula hoop and you can size it!
Works as expected! However I purchased this for a costume I was making that I needed to weigh a piece down and make a hoop skirt. Plus side is after the costume my kids now have a hula hoop. Easy to assemble and disassemble if needed.

Outdoor exercise Hoop
There is a problem with locking the hoop lengths together.The proceeding length locking mechanism will bend out of shape.You need wrist strength to disassemble.The hoop should have a slide in and lock,. not twist and lock
