It is not designed to come off but you can remove it Not so sure about putting it back. I removed it and used the cup as a paper cup dispenser because I have a a water pik

Q: If the toothbrush holder divider is removed, will it leave a residue? I don't need a holder, but i could use a jar/cup

The metal divider is designed to be fixed on top of toothbrush holder, so don't recommand to remove it.

Q: Does this come in a navy type of blue or a royal blue?

I would call it more of a royal blue. The picture does not do justice to the beauty of the set.
