Not sure I have it in the bathroom but I believe it will not work properly we energy efficiency bulbs.

I have only one light switch on my now finished basement staircase. I want motion detecting from the top and bottom of stairs for humans & pets?

Get A wireless, wifi light switch and use that to control the light.

What is the longest the delay can be set for? Can it be set for like 8 hours?

I do not remember the longest time it could be set for. The timer is designed to shut off after a duration of no motion and will come back on when motion is detected. As long as there are people in the area and they move periodically the sensor would not turn the lights off (assuming the motion is within the shut off set point, I.e., 30 minutes)
