No this is just the charger. No batteries are included.

Q: Is this charger able to charge 1.5V Lithium AA/AAA batteries or only Ni-Mh type batteries?

The charger is marked Ni-Mh charger. It does not say anything about lithium.

Q: Where is AC plug??? Description says " battery charger also features a convenient retractable AC plug"

Panasonic/Eneloop sells several different NIMH battery chargers. Some have a folding/retractable power plug, but not this model. The BQ-CC87AKBBA charges the NIMH batteries by using a USB micro cable which is included. The USB cable will attach to any standard (non USC-C) wall charger for phones, etc. This is a really good charger and the power bank feature is a nice addition to your power outage bag.
