Q: What one size means? Will this mean flexible for 8-16 years and fit to all in this range?

Idk whether your asking for the top or bottoms but I bought the bra/crop tops for 11 year old and they fit very well! They come with removable pads for extra comfort and removable so it can be washed. The bottom is elastic and the words don’t come off. The one fits all means it will stretch to all the sizes. I’m guessing that for 13-16 year old ages would not be good as the over stretching would cause the knickers to be see through. I do recommend the bras for younger girls but I would say 12 or younger.

No i would say a 10-12 year old.But then it depends on how developed the girl is.
