Q: Can I use a usb extension to plug into a PC or laptop to power?

Yes you can use computer USB to charge. Sadly I have lost all faith in this company. I returned my jacket and battery as neither worked. I posted a review not recommending it. The company asked me to get in touch as they wished to make amends. I sent them an e-mail 3 weeks ago no reply so far.

Q: I have had the jacket on charge all day and won't switch on? When it's plugged in, button will light up

When the battery is charged. Plug it in to the jacket. Press the button on. It will light up. It is now on. It takes a little while to warm up. Red is high. Press button again for white which is medium and press again for blue which is low heat. If it doesn’t heat up then the jacket is faulty.

Q: Will this fit me size 16-18?

Yes it will the zippers on the sides allow for almost any size small or large or anywhere in the middle
