It is not secured to the table, but it fits snugly in a 3-inch hole. No issues with it coming out fitting loosely.

Q: Does the cable that supplies power to this plug in or is it hard wired.

Think of it as a power strip. On one end of the cord is hardwired to the unit on the back side, and the other end has a 3-prong plug that still needs to be plugged into an outlet to be powered.
