No. It's a standard mini USB, however.

Q: How can I make the collar smaller?

The collar is a soft plastic tube that can pull out from the center light/switch and is not glued in. You can easily cut to fit. I use this for my hunting dog and found it best to glue the tube back in to insure that it doesn't come loose. I lost it once in the water due to this but found it easily in the dark as it stayed lit under water. Great product. I can easily see my dog for hundreds of yards in the dark. Hope this helps.

Q: How small of a dog will this fit? Her neck is about 11.5".

Out of the box it measures about 28". You cut it to the proper length for your dog, so yes it should be fine for a dog with a 11.5" neck. You need to cut it longer since it will need to slip over your dog's head.
