Yea, there is a small velcro top closure.

Q: I bought these a couple years ago and the two squares of Velcro were white on black board shorts. Are they still this way??

The Roxy Board Shorts I purchased have BLACK Velcro on the Black Shorts. I love them!

Q: where do these sit on the hip or waist?

They sit around an inch below my belly button.

Q: Are they good to swim in?

I still wore swim bottoms under the board shorts. Wore them in the Ocean and they seamed to be fine to swim in.
