Q: How far from the top of the water can this be?

It should be fully submerged at all times, and can be anywhere in the tank. You can place it vertically or horizontally, but do not bury it or allow anything to press up against it.

Theres a red led that's turns on when its heating. It's only on when the heater is heating, if the water temp is at the heater set point then it turns off

Q: Where is the minimum water line, exactly? i want to mount it to my tidal 55 hob filter, but i'm afraid it's sticking too much out of the water.

On all submersible aquarium heaters you can look at the glass tube and there will be a recommended water line to maintain the heater in the water. Its usually about 1/4 to 1/2 inch below the thermostat controls. If the heater is on and the glass isn’t submerged it can crack or break very easily.
