Is there a longer wall bracket arm available? I cannot attach to the back wall, but have to attach to a side cabinet and the rod needs to be 18"

Installing outdoors. I won't have a wall behind this sink, so I'm wondering if the 21" height faucet can be used without the upper wall support?

The sprayer is ordinarily stabilized by attaching it to a back wall. If you don't attach it to the wall the only thing stabilizing it would be the threads where it joins the faucet body. Even with the wall mount I found that it was not as stable as it should have been so I would not recommend mounting the sprayer without some sort of method to take the strain of moving the sprayer around off of the threads where it joins the faucet body.
