Does it come with a wiring harness?

No wiring harness included. I had to drill through my air intake cover, insert the switch, then tighten switch to the intake cover with the included threaded nut. Fits nicely and clean look. You'll like it.

Can it be used as an ignition push start?

No, as an ignition push start, you need a MOMENTARY switch

Can this be used for AC with out a ground?

Yes. Switch rating: 5A/250VAC LED rating: 15mA, AC 12V

Can i use this to turn on/off power to a project that is using a 9v power supply? one area says the led is rated 5-12v and another area just says 12v.

Yes. 12V is the maximum rated voltage, it work just fine with any lower voltage. Check your current draw to verify that you do not exceed the rated amperage.
