Yes, I guess you could call it velvet. The hangers are flocked to prevent clothes from slipping of the rounded corners. The hook it's self is not flocked.

They’re half an inch thick (0.5”).

Q: This could be use for baby clothes?

It's been a long time since I've hung baby clothing but I believe these hangers would be too wide to fit through the arm holes. You could hang baby pants without issue though.
