Q: Is there a temperature rating or range on this?

I am not sure about the temperature range, but I can tell you this was a very good purchase. I live in MI. I have worn just the fleece jacket when the temperature has been as low as 35 degrees. I was out one day and had the waterproof outer jacket on over the fleece. It was on New Year eve and it was raining. I was not cold and I did not get wet.

Q: If you are in heavy rain will you get wet- is it waterproof?

I haven’t worn it yet, I’ll be wearing it next month on a trip to Greenland.

I’m 5’3”, 200 lbs, and a DD. The XXL fits great for me.

Q: Would this jacket work for Chicago's cold,wet, windy winters" 5'2" would a small work?

This coat is not warm enough for Chicago winters. It’s okay if the weather isn’t too windy or if you wear layers under it, but I’d go with something warmer.
