Q: Is it suitable for adults?

Sure! We had fun with it with our kids. It goes fairly high and can be reflown over and over.

Q: What are the extra three packages of blue plastic each with its own led and rubber band ?

I can't be sure without seeing the items but I think it may be the blue plastic decals or decorations. I remember having to apply them --but otherwise there was no assembly.

Q: it have a propeller, looks dangerous?

We had an older version. The propeller is definitely dangerous and the flight path isn't always vertical--think about busy playgrounds! There are (were) 2 major flaws: It falls over easy on take-off. The chute ejects prematurely and becomes easily tangled in the propeller. Both scenarios cause horizontal, out-of-control launches. My 5 year old son had a weird deep injury in his finger due to the propeller that was not insignificant and took a long time to heal. The propeller will inevitably destroy some kids eye (seriously) before this rocket is discontinued again. Though, the rocket is a ton of fun.
