Yes, but... Don't let them get sand on the mouthpiece.

Ours can - the red pieces have enough holes. It isn't progressive though - the notes are off/random unless you're really good at placing your fingers on certain holes. With some effort you can play songs, though!

Q: Can you build a toy tuba

You can definitely experiment with the 24 included components to create an instrument that looks more like a tuba. Being a toy instrument it may not be possible to get a really deep pitch like a tuba but experimenting with different pieces and structures to see what's possible with the sounds you can make!
