Q: Are the sizes listed inside or out side? They look sharpened on the out side is that correct?

Mine are about .030 thick, I doubt the holes will care what edge the foam cuts from.

Q: will this work on plastic laminated paper?

It should work on laminated paper. You will need a soft board or plastic cutting board underneath. Requires a hammer lightly tapped around the surface to cut.

Q: can these be re-sharpened?

No, these are basically biscuit cutters.

Q: Will this work on felt?

It will but you need something solid to put over it to drive it and a large hammer plus a board or something to hammer on. I went through about 12 layers of felt with some pounding. Clean cuts afterward but some resources and effort since this is just blades.
