Q: Could the vacuum aspect be used without using the steam? I'm interested in putting a Swiffer pad on it and just using that to mop with. ?

Yes and it has an attachment for swiffer pads

Q: is this supposed to take the place of sweeping and mopping or just mopping?

To be perfectly honest, I bought the Symphony first and then the Crosswave came out, and I wished I had gotten that first instead. So I basically wasted the money I spent on the Symphony, which I find a real pain in the rump to use. The Crosswave is so much easier and faster to use. I'm not kidding when I say that I've been getting ready for Thanksgiving (2021) and cleaning our porcelain tile floors all day with our Crosswave. No mop pads...I use hot water and the multi-surface cleaner. It dispenses the appropriate amount of hot water solution as the roller spins and sucks up the dirty water. No pads!

Q: Does it come with washable pads?

Yes...it comes with both the washable pads and some disposable ones to try. But I went ahead and bought an extra set of washable pads to always make sure I have a clean set.
