Q: Hi, the product i bought has "all-in-one" on the tub. do i still need to mix this product with a developer? if so, what does "all-in-one" mean?

It's just means that it PRIMS, COLORS, and SEALS. And yes, you have to mix developer. Please read the directions on the box. The box actually explains that you need to mix a 1:1 ratio of color and developer.

Q: What kind of developer do i need for color 6rv burgundy hills?

Depends if you want to lift or deposit color. Deposit heavy is 10 volume but usually people use 20 volume as standard. The higher the volume developer, the more lifting it will be.
