Q: Can bugs get in there ?!?

I have not had a problem with bugs, but I don't think it would be tight enough to keep small bugs out.

Q: Where are the ventilation openings, top bottom or somewhere in between? I need a tank liner about this size

Not aware that there are vent openings. It's a snap together assembly process with pros and cons. The lid is not airtight either. If you need an industrial grade, hurricane proof product, this not it, and you need to look elsewhere. However ours has withstood driving rain, about 20 kts of wind, and kept low-value seat cushions and towels dry. So for us, this is on-spec.

Q: Could two of these stack?

Not possible to stack if you want to pen bottom unit and given curvature of top panel it wouldn't sit square on top of bottom unit.
