Quality wire wheel.
We use these in a professional shop for cleaning heavily rusted brake caliper brackets. They seem to be impossible to find anywhere else, which is a shame because they work so well. They are very durable and hold up well even in a professional environment.

Super course wire wheel, 6 inch
Took a bit of work to fit it on my bench grinder because of the threaded hole, haven't used it yet but I'm sure it will remove even heavy rust.
